Should drivers take a separate winter driving test to prepare them for icy and snow conditions

We all spend a lot of our time on the road mostly as drivers, but also as pedestrians. I myself have to cross a rather dangerous road when I drop off my boy at nursery, but there is no simple solution to it. The situation even gets worse in autumn and winter when they weather can get worse and when rain, ice and snow plague the streets of the UK especially in the Northern parts of the country. As a driver as well as pedestrian I want others to know how to drive in bad weather safely. How many times have I seen drivers not stop on the zebra crossing due to bad visibility. Personally, I think that this type of test would benefit all even those with bad credit. I know that it will slow down some things, but overall everybody should benefit.
